Construction Set To Begin On 4600 N. Marine

Neighbors in the boundaries of Clarendon Park Neighbors Association and Lakeside Area Neighbors Association should prepare themselves for a little dust and noise at 4600 N. Marine.

We hear the foundation permit for the $80M development by Lincoln Properties has just been applied for and that means construction is imminent. We look forward to welcoming the neighbors who will call the 314 new construction units home! As we have written numerous times, the upcoming Sarah's Circle development at Sheridan and Lakeside was made possible by $3.1M Lincoln Properties paid into the Affordable Housing Opportunity Fund.

This development does two great things for the community: 100% of the proceeds from the sale will benefit Weiss Memorial Hospital's programming, and it also helped complete the needed financing with an in-lieu fee that went directly to Sarah's Circle's new 100% affordable building that will start construction at 4747 N. Sheridan.

    When financing options were reviewed for Sarah’s Circle’s proposal, the City of Chicago stated they could provide over $3M in financing (either through TIF, the Affordable Housing Opportunity Fund, or through an in-lieu fee from the 4600 N. Marine Drive development). Had the Affordable Housing Opportunity Fund been used, it would mean another 100% affordable housing proposal in another part of the City for people with an extremely low income would have to be scrapped.

    The Dept. of Housing prefers to only use the Affordable Housing Opportunity Fund when there are no other financing options available. In Chicago, the largest group of renters by income earn less than 30% of the AMI, and 75% of them experience extreme financial hardship. These are the individuals who are most at risk for living on the streets, so they are the ones who deserve a greater priority for affordable housing.

    1. State of Illinois taxpayers paid millions of dollars in the aftermath of Pipeline Health's planned bankruptcy of Westlake Hospital. Pipeline's out-of-state private equity investors should never have been allowed to sell Weiss Hospital's last expansion land to improve their balance sheet and amass yet more private wealth. The fact that this whole plan was hatched during a worldwide pandemic speaks volumes.

      The land of Weiss Hospital only belongs to Weiss Hospital now because so many generous people donated to the hospital when it was a nonprofit and were committed to helping people in all economic levels obtain good healthcare.

    2. As has been stated many times, 100% of the proceeds from the sale of this underutilized parking lot went to enhance the programming at Weiss.   2. Is the design and are the materials in accordance with LEED NC-2009 SS Pilot Credit 55 Bird Collision Deterrence given its proximity to the bird sanctuary and it being the most recent structure to be constructed since these guidelines were created?

Zita Stirbys Here's the answer that was provided at one of the meetings, and it's also on the 46th Ward website: "The building design reflects the most current bird collision deterrence strategies, including: 1) Limits overall building glazing to 40%, 2) Uses low reflectivity glass throughout, 3) Incorporates opaque or frosted glass where possible, 4) Added balconies in front of glazing break up the facade, 5) Bird safe glass with UV or frit pattern to be incorporated at lobby and stairwell, 6) Dark sky friendly exterior lighting (no uplighting)."
