I reached out to the HR Business Partner at Target based on your comment, Dara. She stated that there is a system issue, they're aware of it and working on it.

Everything seems to be fine now. I filled out an application a few minutes ago.
My gosh, I was laid off almost 19 months ago and I never thought I'd be applying at Target. Hopefully the fact that this is a new store will mean more jobs available. At this point, I'm grateful for the work and its just blocks from where I live.
The jobs at this Target should only go to ward residents if Shiller actually wants to make this the economic boon for the ward as she claims it will be.
What's fantastic is that all positions state "Not Available at Chicago Wilson Yard." Wonderful.
