I think that Helen should take some TIF money and create somthing similar to the Fremont experience in Las Vegas but call it the Uptown experience. Build a dome over Broadway from Lawrence to Montrose, with a light show projected onto it. Close Broadway down to pedestrian and bike traffic only. fill the street with permament carnival food vendors and kiosks selling schotzkies. We could have the new Navy Pier on our hands.
As for me, I'm kind of glad that there aren't balconies ...
Imagine what that would look like if they hung laundry on them, which is what one had to resort to at Cabrini when the dryer's in the laundry rooms were broken for months on end.
It's bad enough as it is ... adding balconies would only allow for trash to be stored on them no doubt.
I'm thinking of something using video from "Monty Python and the Holy Grail".
The French Taunting scene would work nicely as a political video. As soon as I sober up and figure out how to download it properly I may make something.
Take a look at the conditions at the low income units at Wilson and Clarendon and you will get a future look at what the wilson projects and the conditons they will present our neighborhood in the not to far future.......

The only other things I have posted were family videos.
Which obviously have less attraction to people.
Balconies would have made great spots for snipers, we should be thankful that they don't exist.
