We sent the video to the 23rd District police, and this is what they said:
Please request that the victims report the incidents to police. I ran the last two weeks on beat 2311 and have no reports of smashed windshields. We appreciate this information and would like to have access to the victims for prosecution once we catch this offender.
So if you had a smashed windshield and believe it to be the work of this "gentleman" and his bag full o' rocks... make a police report. It may help get him off our streets, and away from our parked cars.
Nobody filed a police report?! Wow, I don't want to hear a single person complain about this happening to them if they have not done the bare minimum required to catch the perp. FILE A REPORT!
