I would argue that those are griffins and not dragons. The one on the left appears to have the head of an eagle due to the beak I believe I see. The one on the right appears to have the head of a lion, with elongated feathered ears. They both appear to have the forepaw of a lion holding the shield. Also, the wings appear to be the feathered wings of an eagle, not the scaled wings of a dragon. These are definitely the calling cards of a griffin.
So to answer your question, I have no idea where it's located.
these are Griffins though... cause a griffin has the body of a lion and the head of a eagle... which made me think of the USPS building considering the eagle head... and its a griffin....
