Kenmore Construction Headaches

A reader sends in the following pic and info:
"I thought I would send along this information since I remember you reporting this problem out to residents when Wilson Yard construction started. We seem to have a problem over here on Kenmore and the construction ordinance appears to be something that gets abused often. The building across the street from me at 5040 N. Kenmore has been starting to run their heavy equipment at 6:45AM during the week. They run an 8-story hoist, a crane, they are moving steel beams, they run a Bobcat tractor up and down Kenmore repeatedly, and while all this is going on they yell at each other over the noise and have trucks of other heavy equipment and supplies being dropped off. The noise is deafening!!!! Under City of Chicago ordinance, heavy construction cannot start until 8:00AM in residential districts. I ask everyone when they see this occur to please call the 20th police district directly at 312-742-8714 and report the problem. If there is no answer, go directly through 311. This morning they sent a car out to inform the foreman that it was unacceptable to start work that early. We need all residents to call them out when they start work so early. This site is going to be a renovated 100 unit, 8-story CHA senior living facility.

I attached a picture, although it doesn't represent the noise."

  1. These contractors work for the owner. Let's make the owner, Heartland Alliance/Housing take responsibility for their own workers. I suggest getting Doug Fraiser of Ald. Smith's office involved as he already had meetings with Heartland and the CHA rep regsrding this Heartland Alliance owned building and other CHA funded buildings in your neighborhood.

From a past Ald Smith newletter: "Alderman Smith and Ms. Gilliam of CHA have a meeting scheduled, next week, to discuss the significant delay on this building and other CHA buildings in the ward. The building at 5040 will be a part of that discussion, about preserving the building as (senior) affordable housing (as opposed to operating it as a halfway house.)

  2. Heartland! Good luck. They manage the sro at Leland and Racine. It is a mess. Yes, your poject may be for seniors and you may not have the drug and hooker problem (may not) but simple sweeping of the sidewalks is not doesn't happen.

  3. While you're requesting a talk with the owners, be sure to keep calling 911 and give the address of the problem. The police often check 911 logs to see if there are calls, and how many, at a certain location. Not many calls, not much action...
