A reader alerted us to this Boston Globe story by Binyamin Appelbaum discussing how subsidized public housing has failed miserably in Chicago. Thousands of low-income apartments in Chicago have deteriorated so badly they are no longer habitable. Still there are those hell-bent on building more. A particular "yard" comes to mind.
