Are Housewarming Gifts In Order?

Thanks to an astute reader for uncovering this great news:
Uptown Update would like to congratulate Alderman Shiller's assistant Maggie Marystone on her recent home purchase that was approved by the city council the SAME day the mysterious Wilson Yard amendment passed. Ms. Marystone paid $5,000 for the foreclosed two-flat and the sale was approved unanimously by city council (check out the link here, it is item #4). Alderman Shiller recused herself of voting on this sale. We trust Ms. Marystone will be able to afford her $5,000 mortgage on her $50,040 per year city salary (source).

UPDATE: A reader writes in with the following questions and tidbits:

"What’s up with the endless intertwining of the Alderman Shiller organization’s business, political, and aldermanic staffing? When the same staffers work for all three functions, how are taxpayer’s to be assured that the taxpayer funded aldermanic offices and phones are not being used for personal business and political activities?

Perhaps if Brendan Shiller wins a few more cases he will be able to afford to hire back Maggie Marystone, who functions as

1. his sometimes law clerk (2005-2007)

2. his mommy’s sometimes Citizens for Shiller political organization staffer (going back years and recently reimbursed expenses, per Shiller’s June 2008 D-2’s reports, see those here), and

This mysterious intertwining of Shiller family business, Shiller’s political organization, and Shiller’s tax payer funded aldermanic staff is just about as interesting as Bat Boy George Atkins' intertwining roles as sometimes Alderman Shiller’s $54,960 per year staffer (most recently starting 2/2008), sometimes State of Illinois Dept of Corrections contract worker, and sometimes Citizens for Shiller paid campaign advisor (going back years, recently paid $2800 under the name of “First Decade Consulting” & his own name for expenses dated 5/27/2008).

All we can say is these people wear more hats than former Ald. Dorothy Tillman!"

  6. Oh, no! Gentrification is coming to Avondale. With a median income of $36,677, the alderman's aide is well above what local residents make.

    In Avondale, people in poverty are about 12% of the residents. Uptown has nearly double that figure.

    Maybe I shouldn't be such a pessimist and think that just because Shiller lives in Andersonville that everyone in that office fails to practice what they preach. There is an ongoing issue about putting 47 affordable housing units in Avondale. Maybe the alderman's aide has moved to the neighborhood so that she can get more involved in the issue to make sure that the units get created. Yeah, that's the ticket.

  9. I wonder what all of the recently laid off city workers would think about this? Mayor Daley is also calling on the city to fire Sanitation workers who he claims are cheating the system.

    Do you have an address? Maybe they would all want to stop by and give their housewarming gifts to Maggie in person.

    Low-income housing units in the 46th Ward cost $447,000 and there's no hope of home ownership.

    46th Ward aldermanic assistants buy two-flats for $5,000 through city programs.

    Very odd. Topsy-turvy is the phrase that comes to mind.

  14. I agree 100% TSN. This is not the time for wasteful government spending yet people will still need affordable homes. Why can't people see that corruption and cronyism are not doing anyone any favors except those who have learned how to make "the city that works" work for them.

  18. 3045 N Gresham sold for $203,500 on 5/6/05 and that still needed renovating 3 years ago! That was also a 2 unit, 4 br/2 ba.

    This 2 unit that was sold for $5K was on the market for 638 days for $245K. That multi-unit only has 4 br/2.1 ba.

    If she rents out one unit and keeps the other for herself, she can have ongoing income. If she sells it, she stands to make a small fortune. That is, if she can finance the renovation and there are no major structural issues. However, with her friends in the city, I'm sure they'd overlook any code violations...

  21. OK guys, I think you have landed on a Red Herring here.

    As to whether or not this is a Shiller conspiracy, all signs point to no. Apparently she applied and just got it. I hear the city is desperate to get rid of these properties (which no one seems to want) because they are just eating up the budget. Call the PCT and ask! They will ENTHUSIASTICALLY assist you in picking one of these up. WARNING: They are not in move-in condition if this house is any indication of the types of properties available.

    Besides, drive by the place. If you've ever done a rehab, you'll know that this is no free lunch. Any developer in the city would demo it and sell it as an empty plot of land.

    With all of the problems going on in the ward, is this the best news uptown can come up with? Why don't we talk about the economic conditions or something else actually relevant to the conversation?

  23. More research folks: The other non-institutional recipients of $5000 abandoned properties were Robert R. Rodriguez, a Chicago Police detective, and Marisa R. Pippion, a local school teacher. Apparently they simply applied and got their houses too. I'd suggest that you call them, but that's probably too much of an invasion of privacy for me. Google the names (there are lots of Robert Rodriguezes out there, just a warning..).

    It really is a Red Herring, I'm convinced by my research.

    Seems to me the hypocracy of on payroll city workers buying a foreclosed house regardless of how for 5000 and then having the ear of Helen who seems to think spending 400,000 per unit is ok is a worthy issure to talk about.

    Also, if the city has these properties why not let the bidding begin for the same standard of income residents Helen feels we need to build for?

    Oh I know why! If Helen and the rest of the city folks allow these people a chance at home ownership they may become, dare I say it, independent! Helen wouldn't like a bunch of independent thinking homeowners running around. That's bad for her victim business.

  29. Maggie is a piker compared to the alderbeast.It would appear she paid $0 for her Andersonville lair. It was quit claimed to her immediately after sheparding a deal for her paramour (the Leona Pizza king) thu city hall. It was for the opening of a restaurant in the Kimbark Plaza in Hyde Park. Yes, a TIF picked up the bill. What some men won't do for a buck! Visualize it!

  30. Salgado Socorro purchasd this frame 2-flat on 4/26/01 for $200K. He borrowed $197,115 to do it so he put less than 3% down. He was foreclosed on in less than 9 months. The court deeded the property to HUD on 8/17/02.

    On 4/22/04 HUD deeded the property to GMAC Mortgage Corp, but less than 3 months later 7/20/04 GMAC deeded it back to HUD.

    Apparently HUD was not so good about paying the bills, because water arrears piled up. On 6/06/08, June of this year, HUD deeded the property to the City.

    Four months later, Wednesday, the City agreed to sell it to Marystone for $5K. The City gets a water bill paid and Marystone gets a new home and an income-producing property.

    To me, thats the crux. If there really are tons of these houses and anyone can get one, then its no big deal. But if there are select number, and as per the PCT's website, I need to locate them, then this is ripe for corruption.

    Well why not turn them into affordable housing properties? I got into it a few months ago on Craig's blog about Heartland running a transitional housing program out of an apartment building. I suggested with all of the foreclosed properties throughout Chicagoland that this would be a great opportunity for housing advocates to work with the city to develop a habitat for humanity style program whereby families in need of affordable housing could get an ownership opportunity, neighborhoods could possibly be stabilized and the city wouldn't have to waste TIF money as they are doing. Someone named "been there" started saying that it would take too much money, it couldn't be done...etc. That is why we need to just get what we can done as quickly as possible in the neighborhoods where it is most politically feasible (Uptown & Roger's Park.) I said, "hogwash."

    As a potential donor, I really can't think of anything that would give me warm fuzzies like giving to a public-private partnership that is working to help people gain equity in their homes and delivering a major sledgehammer to the "Chicago way" of concentrating poverty (and race/ethnicity) in this City.

    If the city is desperate to give these properties away and is finding few takers at this low, low price then why not use them in a way that meets some of the city's obligations and stops putting them in the position of having to pay top dollar elsewhere? Target would be here in a minute if they could buy WY for less than $100 sq. foot and manage their own retail development. And that, by the way, would possibly bring jobs that current Uptowners could get.

    Chicago lefties have been co-opted by the machine and are either too stupid or too proud to admit it.

    $5000? Let's assume you spent $10,000 knocking that thing down. I still have to guess the land value is way above $15,000. WAY above.

    I'm thinking a single lot around there, the area was slowly getting "Bad appled" before the downturn, has to be worth $100,000 or more. Zoned for multiple units. Someone with access to the Real Estate online sites could be more specific.

  36. You are terrific, Hugh. So you are telling us that between HUD and the City and some unpaid waterbills they couldn't figure out how to address the affordable housing problem in some way? So, the fall back position is to unload it for the grand sum of $5,000 while people like Helen Shiller are kicking and screaming all over Uptown about affordable housing?

    Yeah, Daley's plan to end homelessness is on the right track.

  37. My understanding of this program is that it does require rehab - you can't knock it down, but have to rehab as part of the purchase agreement. That said, even if i had the cash, look at where the offered properties are - I honestly wouldn't be interested in living where the available properties are having glanced at their list. Call me what you like, but there is a price I'm willing to pay for convinence and safety. I've had friends who bought and rehabbed (not from PCT) and I've seen how much cost and effort is required. This really doesn't strike me as such a handout, assuming that the particular property is representative of the rest (which is a real question).

The assessor set the assessed valuation of the land alone at $7.5K, which in itself is less than the total sale price, but at 16% valuation for residential (class 2-11 Apartment building with 2 to 6 units, any age) means the assessor thought the market value of land alone was worth about $47K.

    Daley says we are facing the biggest deficit in City history but an aide to an alderman gets a City property at pennies on the dollar.

  40. Regarding government officials living in Uptown, take this..

    My place was burglarized 2 weeks ago and the cop that came in said "Not a single cop lives in Uptown, one wanted to buy a place on Magnolia but we all told him he was crazy." He said that the city pays cops something like $5k to live in certain neighborhoods, but none were willing to do it for Uptown. One of the reasons he didn't want to live here - "I've got a nice car."

    That bugged me.

  42. I can't help but think that these homes with bargain-basement price tags, even in their present conditions, would cost much less than $447,000 (the price it's going to cost to build a family rental unit at Wilson Yard) to rehab so a family could move into a nice place.

    And then there's one less family in need of low-cost housing, with a newly rehabbed home and pride of ownership.

    As someone said earlier, no WONDER this city is broke.

You could make a developer hire the untrained,(just like Helen wants with her referedum) train them for higher income jobs and put them in affordable housing at the same time.

  44. bradley - this is exactly what Helen wants to do based on the referedum she has on November's ballot - but she is going to try to use it as a way to cram more low income housing into Uptown exclusively. God forbid the concentration of poverty be spread out across the city.

    And of course she has no work (or even income requirements for that matter) for WY. WY is her way of sending a big "screw you" to condo/home owners.
